Although it is already turn on via Setting>Cellular, you still may need to go to Settings>iTunes & App Store and then scroll to the bottom and turn on "Use Cellular Data". Originally thought it was some sort of port or setting issue but nothing I change has helped. I've also authorized cellular in settings and turned off and on iCloud music. Again, the songs it can play seem to be consistent, but there is no pattern to which songs work and which don't.
